VALUE ENGINEERING

Value engineering increases innovation opportunities, improves cost-effectiveness, enhances performance, and fosters partnering with project participants.

Parsons integrates value engineering into the engineering development and construction management phases of projects to eliminate unnecessary life-cycle costs without sacrificing important project components such as safety, quality, environmental compliance, or other functional requirements.

Although value engineering can be applied during any phase of a project, Parsons experience demonstrates that the ability to influence project cost is greatest during the earliest stages of a project. Value engineering is considered at one or more of the following stages of a project:

  • Front-end engineering study to incorporate innovative concepts and eliminate unnecessary functional requirements or constraints
  • The 30% and 60% design complete milestones
  • Validation and optimization of engineering change proposals
  • Construction documents review

Parsons uses two methods to conduct value engineering:

1. Ongoing optimization of project by project staff. Looks for ways to optimize the design and construction and produce resultant time and cost savings.

2. Specialized value engineering teams assigned to specific projects. An interdisciplinary team identifies and reduces life-cycle costs by generating a large number of ideas that may be developed into feasible changes.

Value engineering studies are led by Parsons Certified Value Specialists. Team members are selected from Parsons engineering, technical, and contract support staff, as well as recognized consultants. Owner involvement provides the best solutions.
