SUBCONTRACT MANAGEMENT

Successful projects frequently involve association with organizations, agencies and individuals outside the company. Parsons works efficiently with clients, vendors, subcontractors, and specialty equipment suppliers to ensure schedule-driven projects are completed on time and in accordance with defined quality and cost parameters.

Our administrators review documents issued to subcontractors to ensure that all requirements are met and provide language interpretation for clarification or if disagreements or disputes arise. Parsons' goal is to protect the client and Parsons while being ethical, fair, and open with the subcontractors.

Parsons offers a team approach for managing contracts and has the resources to provide outsourced subcontracts professionals. We have the depth of experience and training to make tough recommendations to the client. During the project planning process, Parsons' acquisition staff work closely with the project management and technical staff to ensure that the project procurement plan is fully integrated with the overall program plan. This "make/buy" process allows us to tailor our project implementation and procurement plans. To ensure the widest interest in the project from global contractors, we invite expressions of interest by establish a supplier outreach program to identify local services, manufacturers, and suppliers; advertising in popular newspapers; issuing copies of the advertisement to local agencies; and by direct contact with the potential bidders identified from initial screening. By prequalifying bidders, Parsons ensures that the work will be completed by competent, proven vendors; the price will be competitive, and the bid time is reduced.

Parsons is firmly committed to the small business community. Our Small Business Program has received a rating of "outstanding" by the Defense Contract Management Agency for two consecutive years. We have been accepted into Contractor Excellence Program for sustaining the outstanding rating.

The Small Business Administration awarded Parsons the "Administrator's Award for Excellence" in Region VI for our outstanding work. We are committed to establishing a small business set-aside program. Our set-aside programs reserve certain types and sizes of subcontracted activities exclusively for small business. These programs ensure that many small businesses have an opportunity to bid for Parsons subcontracts.

Naval Facilities Engineering Command, Pacific Division, stated in a press release that "Parsons has excelled at meeting one of the primary objectives within the contract: maximizing opportunities for subcontracting by local, small, small disadvantaged, woman-owned, and Native Hawaiian-owned firms. We are very pleased that Parsons has exceeded the goals outlined in their proposal to the Navy and lived up to commitments made to the Navy and the community."
