Project Description
Parsons provided design and construction management services for the Memphis City Schools capital improvement program, which included building 25 new schools and rehabilitating 23 existing schools. We prepared a detailed program for managing all projects, served as the liaison between the school district and design firms picked from a rotating list, provided management reports, established project time lines, budget and cash flow projections, and served as a member of the District's management team.
Parsons surveyed and evaluated the buildings and performed cost tradeoffs to determine how to get the most value from available funds. We managed the design, performed value engineering, prepared bid packages, and managed construction. We prepared the construction schedule based on alternative classroom availability to minimize interference with learning.
Parsons developed space allocation standards to meet current and projected school curricula. Two elementary school prototypes were developed: a 650- and a 745-student model. One middle school and two high school prototype matrixes were developed. These standards determined the size, type, and number of classrooms, libraries, administration, multipurpose spaces, equipment, and all other requirements needed for new and replacement schools, and they established the baseline for the renovation projects.
