Project Overview
Since the collapse of Saddam Hussein’s regime in March 2003, thousands of tons of Iraqi ammunition have been captured, ranging from small arms munitions to large conventional bombs. The U.S. Army Corps of Engineers selected Parsons to support the Coalition Munitions Clearance program with program management, logistics, operations, and engineering services.
Parsons’ experience as an industry leader in explosive ordnance disposal services got this critical safety program off the ground in short order after contract award in 2003. Parsons provided design-build construction services to establish seven camps throughout the country. These camps were built in hostile areas under extremely tight schedules to support up to 100 personnel with full life-support services, including living and dining areas, water and wastewater systems, and electrical power distribution systems. The base camps provide facilities for Parsons to continue the critical work, which includes determining whether the captured munitions are serviceable or unserviceable, destroying selected munitions, and storing the remainder in secure facilities.
The contract allows U.S. military personnel to stay mission-focused, provide Parsons opportunities to subcontract significant work to local Iraqi firms, and increase the safety and security of the country by eliminating dangerous munitions. Parsons performed the majority of the work under extremely dangerous conditions, including the logistical challenge of moving materials and equipment between work locations, a lack of reliable financial institutions through which to pay subcontractors, and the need to provide security without relying on support from U.S. or coalition military forces. Throughout these challenges, Parsons proved its ability to manage risk through innovative and creative solutions.
