Agency Coordination
Federal Aviation Administration Coordination

Parsons has the knowledge, history and experience required to provide agency coordination with the Federal Aviation Administration. From structuring an airport capital improvement plan to assisting in acquiring Federal funding, obtaining passenger facility charge collection approval, meeting Federal legislative requirements, and, ultimately, project completion, Parsons staff members are experienced in assisting clients to meet the governmental requirements involved in bringing an aviation project to fruition.

Airport Capital Improvement Plans

Parsons has the ability to assist in structuring an airport capital improvement plan to reflect the overall master plan for the airport. Coordinating services we provide include:

  • Translating short-term and long-term goals into a working plan
  • Reflecting the need to meet local, state and Federal priorities in the plan
  • Providing realistic funding schedules to support the plan
Federal Funding Coordination

Parsons can assist in coordinating and meeting Federal / local requirements to complete thegrant application process, from the submission of the Airport Improvement Program application to the financial closeout of a project. We also provide coordination services in the following areas:

  • Airport Improvement Program
  • Passenger Facility Charge Program
  • Maximize all Federal and non-Federal funding sources to meet the client's goals
Project Coordination With Governmental Agencies

Parsons can provide complete agency coordination at all levels, from local, state, to Federal. Having an acute knowledge of Federal regulations, standards and legislative mandates as they relate to all facets of the airport, land side and airside, Parsons can provide the following coordinating services, among others:

  • Federal requirements for airport development
  • All lines of business with the Federal Aviation Administration
  • Requirements with the military for joint use airports
  • DHS / TSA
  • State officials
  • Local officials
Department of Homeland Security (DHS / TSA) Coordination

Parsons has been instrumental in the transfer of security responsibilities from a public entity to the Federal entity of the Department of Homeland Security (DHS / TSA) throughout the United States. Parsons continues to be at the forefront of implementing the (DHS / TSA's) new security operations that ensure air passenger safety at the nation's airports. The (DHS / TSA) security requirements are being implemented under the Strategic Airport Security Rollout (SASR) program. At each airport, as Program Managers, Parsons has obtained approvals through positive coordination with the Airport Director and the (DHS / TSA) Security Chief in making the Strategic Airport Rollout program a true success.

Strategic Airport Security Rollout

Phase I

The project team implemented the coordinated master plan and rollout schedule developed under Phase I (April 2002) of this program. Parsons provided design, engineering, procurement, construction and project management services on highly compressed schedules. Parsons' work procedures are tailored to individual airport requirements, which may necessitate extensive coordination and compressed scheduling to keep operations unimpeded. Parsons has the in-house expertise to furnish the following services:

  • Coordinate and obtain the required approvals of the stakeholders
  • Upgrade Passenger Security Measures — Performed at over 90 major airports (Category X, 1, 2 & 3)
  • Reconfigure checkpoints
  • Obtain all required permits for the actual construction and installation of equipment

Phase II

As part of Phase II of the (DHS / TSA) Strategic Airport Security Rollout (SASR) program, Parsons upgraded the video surveillance and information technology infrastructure capabilities at over 73 (Category X & 1) airports covering over 300 checkpoints and 1,000 screening lanes. Relevant Parsons services include:

  • Enhance passenger screening lanes at security checkpoints
  • Installation of Infrastructure Technology (IT) for Security
