FELLOWS

As Parsons pushes the limits of technology’s power to deliver a better world, our Fellows are leading the way!

The Fellows program brings together our industry’s brightest stars to address technical challenges through real-time problem-solving, strategic research and development, and best-practice improvements. Our inductees have an impressive depth of expertise—they are subject matter experts in their fields, have been featured in dozens of industry publications, have formed new committees to drive knowledge-sharing and collaboration throughout the company, actively mentor staff, and serve their communities.

Robert August

Robert, a nuclear physicist, has 38 years of experience working with multiple government agencies and working groups including the Department of Homeland Security, the Office of the Under Secretary of Defense for Research and Engineering Quantum Sciences Office, and the Nuclear Defense Working Group. Robert joined Parsons in 2022 and provides technology leadership in the strategic Radiological & Nuclear Detection market and is bringing AI, Quantum Sciences to the space. He was selected as a Fellow for his extensive collaboration across multiple government agencies in the development of groundbreaking technologies and applying existing technologies to new applications. 

Alireza Ayoubian, PhD

Reza is a senior supervising geotechnical engineer with extensive professional experience in design, construction, and management of transportation and underground projects. He maintains an impressive balance of project delivery in both bridge and tunnel projects, participates in multiple organizations submitting and reviewing leading-edge technical works, and conducts ongoing research with Northwestern University. From bridge foundations to tunnel boring machines, Reza has delivered on a broad array of project types on multiple continents for Parsons. He looks forward to engaging with the Fellows to expand our geotechnical reach across business units.

Andrew Bevan

Andrew is an electrical engineer with 25 years of experience providing advisory, project management, and engineering services across a range of technology driven and large-scale infrastructure projects. He leads digital advisory services for Parsons across the Middle East and is part of an integrated multi-disciplinary team serving clients on digital and smart city initiatives. He is Parsons’ subject matter expert on advanced mobility with a focus on connected, autonomous, and electric vehicle initiatives and projects.

David Boyd

David came to Parsons through the Xator acquisition in 2022 and has over 40 years of experience in developing, integrating, and deploying complex data-intensive systems for the Department of Defense and Intelligence Community. He is a leading expert in Big Data systems and architectures, serves as the chair for the ANSI/INCITS Big Data technical committee, and is the technical lead for integration of advanced sensors and countermeasures for detection, tracking, and countering UAS. David has a passion for building future generations of scientists and engineers, having founded, and currently sitting on the board of the US STEM foundation. He is an Air Force veteran.

Michael Daconta

Michael is a principal architect with over 32 years of experience in software development, system architecture, and enterprise data management. He joined Parsons through the Xator acquisition in 2022. Michael has developed large-scale computing systems, led numerous development teams, and contributed to innovations in the areas of simulations, telemedicine, and intelligence processing. He is a well-known author, having authored or co-authored 14 books. His ability to rapidly understand customer problems and deliver innovative solutions will be of great benefit to the Fellows community.

Aaron Mihalik

Aaron came to Parsons through the SPARTA acquisition in 2011. He is a computer scientist and AI/ML expert with over 20 years of experience leading and supporting programs with Department of Defense organizations and has fielded software and hardware projects in the areas of Natural Language Processing, Physics-based modeling and simulation, advanced photonics, missile defense target discrimination, and application layer communications. He is a senior technical advisor and AI/ML subject matter expert currently supporting all technical aspects of work performed in Parsons’ Semantic Technologies group. Aaron fosters collaboration with his peers through an AI/ML working group and was part of the first Parsons team to win the annual Enginuity Competition.

Mario Oyola, PhD

Mario is a neuroscientist specializing in studying traumatic brain injuries. He currently serves as Chief Clinical Research Scientist, leading an interdisciplinary team of psychologists, engineers, mathematicians, and bioethicists at the Naval Medical Center at Camp Lejeune. He and his team study clinical issues related to post-traumatic stress disorder and the association between mental health disorders and traumatic brain injuries. He leads, develops, and executes clinical trials for our Navy client. He is a prolific author with 15 peer-reviewed publications as well as contributions to books and editorials.

Peter Rochford, PhD

Peter has over 33 years of experience serving Department of Defense clients and came to Parsons through the Xator acquisition in 2022. Over his career, Peter has applied his talents to solving problems associated with oceanography, meteorology, nuclear physics, chemical and biological hazards, modeling and simulation, machine learning, sensor data fusion, and Counter Unmanned Aircraft Systems (CUAS). Peter is a prolific researcher and author of 21 papers published in technical journals and 45 technical reports. He is an enthusiastic mentor, championing a summer intern program within Xator.

James Schuetz, PG

Jim is a hydrogeologist with over 20 years of experience helping commercial, state, and federal clients solve environmental remediation problems. He is Parsons’ expert in two- and three-dimensional analytical and numerical groundwater models and application of geostatistics. As technical director for environmental geological services within the Connected Communities business unit, Jim provides technical guidance and mentorship for geologists in his group. More recently, Jim has answered the call to help MEA clients deal with rising groundwater tables that are impacting infrastructure.

Catherine Sheane, PE, LEED AP, ENV SP

Catherine has 20 years of experience in civil and environmental engineering and is a certified Envision Sustainability Professional as well as a professional engineer. She is the senior technical director in the Environmental, Social, and Governance organization, focused on sustainability design in both buildings and transportation systems as well as sustainability policy and process development. She has guided projects in successfully achieving sustainability and resilience third party certifications, such as LEED and Envision, for over 13 billion dollars of constructed value, including the Ohio River Bridges East End Crossing and the Gordie Howe International Bridge. She collaborates with colleagues through her recently developed Sustainability mentorship group.

John Stasulli, MBA

John has over 25 years of experience as a technical leader and project manager and came to Parsons through the Polaris Alpha acquisition in 2018. He is the Chief Technology Officer for the Engineering & Technical Services sector within Parsons’ Defense & Intelligence business unit and is a recognized industry leader in Agile and DevSecOps. He spearheaded the establishment of Parsons’ Lean-Agile Center of Excellence where he provides mentoring, training, and certification to Parsons employees in Scaled Agile Framework (SAFe). He uses his vast expertise to solve complex problems and grow Parsons business through RFIs, whitepapers, written proposals, and oral presentations. 

David Stauffer, PhD

David is a subject matter expert with over 41 years of research and teaching experience in meteorology and numerical weather predictions. He is a research professor emeritus at Penn State University and joined Parsons through the Xator acquisition in 2022. He has made significant contributions to the scientific community, the US government, and private industry by leveraging his extensive technical and scientific expertise in meteorology and numerical weather prediction to identify and enable unique and innovative solutions to complex scientific and national security problems. David has authored more than 500 publications including 46 peer-reviewed journal publications. He is also a founding member of the Weather Research and Forecasting (WRF) Science Board.
