Hialeah Reverse Osmosis Water Treatment Plant – Hialeah, FL

The City of Hialeah was faced with the need to increase its water supply capacity and provide an alternative water supply to the Biscayne Aquifer. The City constructed a new reverse osmosis water treatment plant desalination facility to address these needs; the facility treated water obtained from the Floridan brackish water aquifer.

The new desalination facility (with an initial capacity of 10 million gallons per day (mgd) and ultimate peak day capacity of 17.5 mgd) uses reverse osmosis water treatment technology at a level that meets the needs of the City’s annexation area and accommodates growth in the Miami-Dade County Water and Sewer Department’s service area and customer needs.

Our Services

We provided a wide range of services on the project, tailored to the different elements of the project:

• We ran membrane pilot testing, prepared the conceptual design, Environmental Resource Permit (ERP), design-build procurement package, and provided design and construction oversight of the desalination facility, delivered via Design-Build-Operate (with 20-year operating term)
• We led the design team and managed construction of the 10 brackish water wells, two deep injection centrate wells (drilled by separate contractors), deep injection well pump station (used for both RO centrate disposal and production well flushing and maintenance). These contracts were delivered via design-bid-build contracts.
• We managed the designers and contractors of the raw water pipelines, well maintenance pipelines, and the finished water pipeline for the City of Hialeah and Miami-Dade County, delivered via design-bid-build.
• We designed a constructed wetland to offset wetlands impacts associated with the project.

This reverse osmosis water treatment plant is the second reverse osmosis water treatment plant in Miami-Dade County.

Sustainable Solutions In Action

An energy recovery turbine between the stages captures and reuses energy from the backpressure required on the concentrate (i.e., reject) side. Earlier reverse osmosis designs often relieved excess pressure by simply venting through a valve, thereby losing the energy. However, the Hialeah desalination facility’s design included an energy-recovery turbine to capture this energy, reducing the overall energy requirement of the system by more evenly balancing the pressures of the two stages, thereby reducing the pressure and energy required of the feed pumps.
